Importantly, the release of this data to researchers does not constitute a public release under the Oklahoma Open Records Act, preserving the agency's right to assert confidentiality in the future.

Additionally, the bill requires the Attorney General to provide guidance to criminal justice agencies on compliance with these provisions and allows agencies to charge reasonable fees for the retrieval and copying of requested data. Notably, requests for data will not be accepted until July 1, 2027, and the act is set to take effect on January 1, 2027.
