This bill amends Section 322 of Title 3 of the Oklahoma Statutes, which pertains to the operation of unmanned aircraft over critical infrastructure facilities. The bill defines "critical infrastructure facility" to include various types of facilities such as refineries, power generating stations, water treatment plants, and telecommunications infrastructure, among others. It prohibits individuals from operating unmanned aircraft below 400 feet over these facilities, allowing contact with them, or coming close enough to interfere with their operations. Exceptions to this prohibition are provided for certain entities, including government agencies, law enforcement, and individuals with prior consent from facility owners.

Additionally, the bill introduces new legal language that imposes criminal liability for violations of these provisions. Specifically, it states that individuals found in violation shall be subject to the provisions of Section 1792 of Title 21 of the Oklahoma Statutes and may also face civil liability for damages incurred to the critical infrastructure facility, which can include damage to property, the environment, or human health. The act is set to take effect on November 1, 2026.
