This bill directs the Oklahoma Department of Human Services to request a waiver from the United States Department of Agriculture Food and Nutrition Service. The waiver aims to exclude items sold outside of Oklahoma from being eligible for purchase with Supplemental Nutrition Assistance Program (SNAP) benefits for recipients residing in the state. The request must include justification based on economic impacts, a proposed implementation plan with participant education and enforcement mechanisms, and any additional supporting data.

Upon receiving federal approval for the waiver, the Department is tasked with conducting public outreach to inform SNAP recipients about the changes. Additionally, the Department is required to submit an annual report to key state officials, detailing the implementation status of the waiver, challenges faced in enforcement and compliance, and the economic impacts observed from this policy change. The bill is set to take effect on November 1, 2026.
