This bill amends Section 7-602 of Title 47 of the Oklahoma Statutes, which pertains to the certification of motor vehicle insurance security. It allows licensed operators the discretion to accept certain forms of physical proof of insurance as valid, in addition to the existing requirement to use an online verification system. Specifically, if the online system is unavailable or if the licensed operator reasonably determines that the physical proof presented by the customer is valid, they may accept that proof for the purpose of vehicle registration. The bill also stipulates that licensed operators can accept verification from licensed insurance producers or customer service representatives via electronic mail without additional costs to the registrant.

Additionally, the bill outlines the circumstances under which fleet vehicles and certain government-owned vehicles are exempt from carrying an owner's security verification form. It establishes penalties for individuals who knowingly provide false information regarding insurance verification. The bill also permits licensed operators to charge a fee of $1.50 for processing proof of financial responsibility. The effective date for this legislation is set for November 1, 2026.
