This bill establishes a new section in Oklahoma law that allows individuals with hidden disabilities to voluntarily place a discreet indicator on their driver licenses or state-issued identification cards. The term "hidden disability" is defined to include various non-obvious conditions that may affect communication or behavior during interactions with law enforcement. The indicator, which is a standardized logo or symbol approved by Service Oklahoma, does not specify the nature of the disability and is designed to be non-stigmatizing. Participation in this program is optional, and individuals are not required to disclose specific medical information or diagnoses.

Service Oklahoma is granted the authority to require reasonable documentation for the issuance of the indicator but cannot demand detailed health records. The bill also stipulates that the presence of the hidden disability indicator cannot be used for investigative or profiling purposes and must not be stored as a medical record. Additionally, individuals can request the removal of the indicator at any time without penalty. The act is set to take effect on November 1, 2026.
