This bill amends Section 11-101.1 of Title 70 of the Oklahoma Statutes to extend the requirements for voluntary prayer to the governing bodies of public charter schools, in addition to public school districts. It mandates that both entities adopt a policy allowing students and employees to participate in a period of prayer and reading of the Bible or other religious texts during each school day. The policy must include specific provisions, such as a signed consent form from parents or guardians, an acknowledgment of the choice to participate, and a waiver of liability for claims related to the policy. Additionally, the policy must ensure that participation does not infringe on the rights of those who do not consent.

The bill also allows for the revocation of consent at any time and requires the Attorney General to provide guidance and defense for schools regarding compliance with the new policy. It clarifies that the provisions do not prevent individuals from participating in prayer outside the designated times and places. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
