This bill mandates that all clinical staff, direct care staff, and volunteers who provide direct care to minor children in certified facilities or programs funded by the Department of Mental Health and Substance Abuse Services must undergo nonphysical intervention training. The training is designed to equip staff with techniques for managing potentially physical interpersonal conflicts without resorting to violence, while also promoting dignity, self-esteem, and effective communication skills. Staff members are required to complete this training within 30 days of being hired and must receive annual updates thereafter. Additionally, they are prohibited from participating in any interventions involving minor children unless they have completed the training.
The bill also includes provisions for exceptions to the training requirements as determined by the Board of Mental Health and Substance Abuse Services. It is set to take effect on November 1, 2026.
