The bill amends Section 1210.229-6 of the Oklahoma Statutes to establish the Teaching Honesty, Respect, Integrity, Virtue, and Excellence (THRIVE) Act, which mandates the State Department of Education to develop a program focused on positive character traits and personal skills education for students in prekindergarten through twelfth grade. The program will include specific character traits such as trustworthiness, responsibility, kindness, and respect for authority, among others. The Department is required to provide resources, including a list of approved programs and materials, and to ensure that no conflicting curricula are included in this list. Additionally, public school districts and charter schools must adopt this program and allow parents to opt their children out of participation.
The bill also outlines the responsibilities of the State Department of Education to publish annual reports on the implementation of the program and allows for the acceptance of federal or private funds to support its provisions. Furthermore, it requires school districts to make their premises available for voluntary after-school instruction programs that align with the character education goals. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage.
