Specifically, the Director of the Office of Management and Enterprise Services is authorized to withdraw up to one-quarter of the fund's balance to cover salaries of state employees affected by the shutdown and to address reductions in Supplemental Nutrition Assistance Program benefits. Additionally, the bill mandates that the Director submit weekly reports detailing the withdrawals and their impacts during such shutdowns.
The bill also updates statutory references and language, including the deletion of certain phrases and the insertion of new provisions that clarify the conditions under which funds can be deposited or withdrawn from the Revenue Stabilization Fund. Notably, it specifies that if federal funds are later provided to cover the salaries or benefits that were paid from the fund during a shutdown, those funds must be deposited back into the Revenue Stabilization Fund. The act is set to take effect on November 1, 2026.
