This bill establishes the Diabetes Prevention Program (DPP) within Oklahoma's Medicaid system, directing the Oklahoma Health Care Authority to implement policies aimed at preventing or delaying type 2 diabetes among Medicaid members. The DPP is designed as an evidence-based lifestyle change program for individuals with prediabetes, requiring Medicaid providers to comply with guidelines from the Centers for Disease Control and Prevention (CDC) and to use a CDC-approved curriculum. The program will be delivered by trained peer coaches, who may include licensed and unlicensed individuals, and will allow participants to engage in up to twenty-two coaching sessions over a year, with ongoing maintenance sessions for those who achieve specific weight loss goals.
Additionally, the bill outlines the development of payment methodologies for reimbursing DPP services, ensuring that compensation does not exceed eighty percent of the federal Medicare reimbursement rates for similar services. It also allows the Authority to enter into contracts for expertise and assistance in implementing the program, exempting these contracts from the Oklahoma Central Purchasing Act. The act is set to take effect on November 1, 2026, contingent upon obtaining necessary federal approvals and financial participation.
