The Thrive Act establishes a new framework for school nutrition in Oklahoma, allowing certain school districts to receive increased state reimbursement for meals served under the National School Lunch Program. Specifically, beginning in the 2027-2028 school year, districts with an identified student percentage of 40% or higher that opt into the community eligibility provision will be eligible for varying reimbursement rates based on their enrollment size: 100% for districts with 2,000 or fewer students, 90% for those with between 2,000 and 10,000 students, and 80% for districts with over 10,000 students.

Additionally, the Act mandates that the State Department of Education, in collaboration with an institution of higher education, conduct evaluations of the program's impact every three years, starting July 1, 2028. These evaluations must be submitted electronically to key state leaders, including the Governor and legislative leaders. The State Board of Education is also granted the authority to create rules necessary for the implementation of this Act, which will take effect on July 1, 2027.
