The Healthy Meals for Healthy Kids Act establishes a framework for certain schools in Oklahoma to provide high-quality meals at no charge to all students. Public school districts and public charter schools are required to implement this program, while schools operated under the Bureau of Indian Affairs, federally recognized Indian tribes, and private schools are permitted to participate. The Act mandates that participating school food authorities offer one breakfast and one lunch at no cost to students each school day, ensuring that students in grades K-5 receive at least 20 minutes of seated lunch time. Additionally, the State Department of Education is tasked with awarding funding to these authorities based on the number of eligible meals served, with specific calculations for those meeting meal quality improvement requirements.
Furthermore, the Act includes provisions for maximizing access to federal funding through the community eligibility provision and requires school food authorities that do not participate in this provision to collect meal applications and utilize direct certification for free or reduced-price meals. The State Department of Education will also establish a grant program to encourage the purchase of Oklahoma-grown products, with grants awarded based on the number of meals served in the previous year. The Act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage.
