This bill establishes the Conviction Integrity Unit within the Office of the Attorney General in Oklahoma, tasked with reviewing criminal convictions from district courts. The unit will accept requests from convicted individuals for case reviews, develop criteria for determining which cases to prioritize—especially those involving the death penalty or life imprisonment without parole—and provide recommendations for postconviction motions. The unit will also assist in legal research and consult with experts as needed. However, it will not review claims based solely on judicial errors or those that seek to relitigate previously considered defenses.

Additionally, the bill creates the Conviction Integrity Unit Revolving Fund within the State Treasury, which will be funded by appropriations from the Legislature to support the unit's operations. The fund will be a continuing fund, allowing for ongoing expenditures without fiscal year limitations. The Attorney General is required to develop a form for individuals to request a review of their convictions, which will be available on the official website. The act is set to take effect on November 1, 2026.
