This bill amends Section 3-110.1 of Title 70 of the Oklahoma Statutes to enhance funding for adult education and family literacy programs. It establishes a framework for providing dollar-for-dollar matching funds for federal grants received through the Adult Education and Family Literacy Act, as well as any successor programs. The State Board of Career and Technology Education is tasked with distributing these funds to school districts that offer courses leading to a high school equivalency diploma. Additionally, if federal funding for the Adult Education and Family Literacy Act is discontinued, the Legislature is required to maintain the program at a rate equal to twice the last full year of federal funding, contingent on available resources.

The bill also includes a declaration of emergency, allowing it to take effect immediately upon passage and approval, with an official effective date set for July 1, 2026. The amendments aim to ensure continued support for adult education initiatives in Oklahoma, thereby promoting literacy and educational attainment among adults in the state.
