The bill establishes the Oklahoma State Data Center under the Oklahoma Department of Commerce, which will serve as the primary hub for applied population research in the state. To support its operations, the bill creates the Oklahoma State Data Center Revolving Fund, which will consist of revenues generated from data processing and related services. The fund is designed to be a continuous source of financing, allowing the Oklahoma Department of Commerce to budget and expend the funds as needed. An appropriation of $500,000 from the General Revenue Fund is also included to support the Data Center's activities for the fiscal year ending June 30, 2027. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage.
