This bill establishes new regulations regarding the treatment of homeschool graduates in Oklahoma's postsecondary education system. It defines key terms such as "homeschool graduate," "standardized test score requirement," and "postsecondary institution." The bill prohibits postsecondary institutions from imposing higher standardized test score requirements on homeschool graduates compared to those required of public or private school graduates for various purposes, including general undergraduate admission, assured admission, program-specific admission, concurrent enrollment eligibility, and scholarship or financial aid eligibility. Additionally, it mandates that all postsecondary institutions evaluate homeschool graduates using the same or substantially similar criteria and standards as those applied to public or private school graduates.
To ensure compliance with these provisions, the bill authorizes the Oklahoma State Regents for Higher Education and the State Board of Career and Technology Education to promulgate necessary rules. The act is set to take effect on November 1, 2026.
