This bill amends Section 241.3 of Title 56 of the Oklahoma Statutes, which pertains to the Supplemental Nutrition Assistance Program (SNAP). It modifies the applicability of work requirements for able-bodied individuals aged 18 to 50 who are not disabled or raising minor children. The bill specifies that individuals who do not qualify for exceptions under federal law may only receive SNAP benefits for three months within a 36-month period unless they meet the established work requirements. Additionally, it updates the language used in the statute, replacing terms like "food stamps" with "SNAP benefits" and changing "family" to "household."
Furthermore, the bill clarifies that households applying for SNAP benefits after the 15th day of the month will receive their full initial allotment and regular first allotment. It allows for a reduction of benefits by up to 25% if the household is sanctioned in another program. The Department of Human Services is also given the authority to use SNAP allotments to subsidize jobs under work support programs. Importantly, the bill states that the Department shall not request waivers to exempt able-bodied adults without dependents from the SNAP work requirement, aligning state law with federal regulations. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
