Senate Bill No. 1250 establishes new regulations regarding the materials available in school libraries within Oklahoma. By October 1, 2026, and annually thereafter, each school district and charter school must submit a complete listing of all books and materials in their libraries to the State Department of Education. The bill prohibits access to materials that contain or depict obscene content, sexual conduct, sexually explicit content, nudity, or anything deemed harmful to minors for students under the age of eighteen. However, it allows students to read or possess such materials obtained independently of the school system.
The bill also outlines a process for parents or legal guardians to report suspected violations of these provisions. Upon receiving a report, the school district or charter school must investigate within fourteen business days and notify the reporting parent of the findings. If the findings are disputed, an appeal can be made to the State Department of Education, which will conduct its own investigation. Should a violation be confirmed, the school district or charter school may face a five-percent reduction in state funding for the following fiscal year. The State Board of Education is tasked with creating rules to implement these provisions, and the act is set to take effect on July 1, 2026.
