This bill establishes new regulations regarding voting eligibility for individuals who have moved to another state or country. It prohibits individuals who have no intent to return to Oklahoma, as well as those with an indefinite intent to return, from voting in state or local elections. However, these individuals are still permitted to vote in national elections. Additionally, the bill restricts individuals who vote in elections of another state or country from participating in state or local elections, while allowing them to vote in national elections.

The bill includes exceptions for individuals and their spouses who are employed by the federal government or the State of Oklahoma and are required to be absent from their original residence due to their employment. It also clarifies that the restrictions do not apply to individuals who have moved temporarily with the intention of returning to Oklahoma. The new law is set to be codified as Section 4-125 of Title 26 in the Oklahoma Statutes and will take effect on November 1, 2026.
