This bill mandates that Service Oklahoma must query the Electronic Verification of Vital Events (EVVE) system whenever an applicant presents an original or certified birth certificate as proof of identity for obtaining or renewing a driver license or state-issued identification card, or for applying for a lost or destroyed card. If the EVVE system cannot verify the birth certificate for any reason, it is required to provide a question-and-answer-based verification process to help establish the applicant's identity with a high degree of certainty.
Additionally, the bill requires Service Oklahoma to create rules to implement these provisions. The new law is set to be codified as Section 6-110.6 of Title 47 in the Oklahoma Statutes and will take effect on November 1, 2026.
