The bill amends Section 3-460 of Title 43A of the Oklahoma Statutes, which pertains to alcohol and drug assessment and evaluation programs. It increases the fee for individuals undergoing assessments from $160 to $200 and establishes a new fee structure for certification of assessment personnel, with initial application fees ranging from $100 to $200 and triennial renewal fees between $25 and $150. Additionally, the bill updates statutory references and removes obsolete language, including references to the Department of Public Safety, which is replaced with "Service Oklahoma."

Furthermore, the bill stipulates that Service Oklahoma will remit 90% of the $15 fee collected from individuals undergoing assessments to the Community-based Substance Abuse Revolving Fund, while 10% will go to the Service Oklahoma Revolving Fund for administrative costs. The Board of Mental Health and Substance Abuse Services is granted authority to create necessary rules for implementation, and non-compliance with these rules may result in revocation or suspension of certification. The act is set to take effect on November 1, 2026.
