This bill establishes the Uninsured Commercial Vehicle Recovery Reimbursement Fund within the State Treasury, aimed at reimbursing wrecker or tower operators for nonconsensual towing services provided to uninsured commercial motor vehicles. The fund will be a revolving fund, not subject to fiscal year limitations, and will consist of all monies directed to it under existing law. The bill outlines specific limitations on reimbursements, including a cap of $10,000 per vehicle or trailer towed, eligibility criteria for nonconsensual tows, and exclusions for noncommercial passenger vehicle tows. The Corporation Commission is authorized to create rules for the fund's implementation.

Additionally, the bill amends Section 1167 of Title 47 of the Oklahoma Statutes, changing the allocation of revenue derived from fines and penalties collected by the Corporation Commission. The next $550,000 will now be directed to the newly created Uninsured Commercial Vehicle Recovery Reimbursement Fund, as specified in the bill. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage.
