The bill appropriates $7,929,596.45 to the Department of Mental Health and Substance Abuse Services from the Statewide Recovery Fund to expand the infrastructure of the Tulsa Center for Behavioral Health in response to the increased demand for mental health services. This funding is to be used in accordance with the recommendations adopted by the Joint Committee on Pandemic Relief Funding on May 12, 2025.

Additionally, the bill reappropriates and redesignates $66,500,000 from an original appropriation of $87,000,000 intended for constructing a replacement facility for Griffin Memorial Hospital. The reallocated funds will now be used for purchasing and renovating a replacement facility, with the stipulation that the facility remains within a thirty-mile radius of the State Capitol and that a third-party construction manager with experience in behavioral health hospitals is retained for the project. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
