The bill appropriates $7,929,596.45 to the Department of Mental Health and Substance Abuse Services from the Statewide Recovery Fund to expand the infrastructure of the Tulsa Center for Behavioral Health, addressing the increased demand for mental health services. The funds are to be used in accordance with recommendations from the Joint Committee on Pandemic Relief Funding adopted on May 12, 2025.

Additionally, the bill reappropriates and redesignates $66,500,000 from an original appropriation of $87,000,000 for the construction of a replacement facility for Griffin Memorial Hospital. This reappropriated amount will now be used for purchasing and renovating a facility instead, while still being confined within a thirty-mile radius of the State Capitol. The bill also mandates the retention of a third-party construction manager experienced in behavioral health hospitals for this project. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
