Bill No. 2804 amends Section 6-102 of the Oklahoma Alcoholic Beverage Control Act to clarify that a licensee must "knowingly" commit a violation of certain provisions to be held accountable. The bill modifies the language regarding prohibited acts by replacing the term "receive" with "knowingly receive" in relation to the possession and sale of alcoholic beverages. Additionally, it outlines specific conditions under which mixed beverage or beer and wine licensees may allow patrons to leave with open containers of beer or wine, particularly during home football games or municipally sanctioned events, provided they meet certain criteria.

The bill also introduces regulations for self-pour service of beer and wine from automated devices, requiring licensees to monitor and control the dispensing process. Patrons must use a radio frequency identification (RFID) device or mobile application to access the self-pour service, which is limited to specific volumes of beer and wine. The RFID device must be linked to valid identification to ensure compliance with age restrictions. This legislation is set to take effect on November 1, 2025.
