Bill No. 2759 establishes the "Oklahoma Volunteer Firefighter Support Program," which includes the creation of a grant program aimed at supporting the training needs of volunteer firefighters in Oklahoma. The program will provide up to ten hours of training per year for volunteer firefighters through programs approved by the State Fire Marshal or the Forestry Division of the Oklahoma Department of Agriculture, Food, and Forestry. An application system will be developed by the State Fire Marshal to facilitate access to this grant assistance, and the authority to promulgate rules for the program is also granted.

Additionally, the bill creates the "Oklahoma Volunteer Firefighter Support Revolving Fund" within the State Treasury. This fund will be a continuous source of funding, not limited by fiscal year constraints, and will consist of all funds received from various sources designated for this purpose. The State Fire Marshal will have the authority to budget and expend these funds for the program's objectives, with expenditures made upon warrants issued by the State Treasurer. The act is set to take effect on November 1, 2025.
