The bill aims to enhance the verification process for eligibility in the Supplemental Nutrition Assistance Program (SNAP) by directing the Department of Human Services to adopt specific measures. These measures include entering into data-matching agreements with various state agencies, such as the Oklahoma Lottery Commission and the Oklahoma Employment Security Commission, to cross-check information regarding households enrolled in SNAP. The Department will review data on a regular basis to identify changes in circumstances that may affect eligibility, such as employment status, income, and other relevant factors. Additionally, the bill mandates that all households receiving assistance report changes in their circumstances within ten days.

Furthermore, the bill prohibits the granting of categorical eligibility for noncash or in-kind benefits unless required by federal law, and it restricts the application of gross income standards for SNAP to those specified in federal law. The Department of Human Services is also tasked with conducting on-site inspections of authorized retailers accepting EBT transactions to detect potential fraud or trafficking. Lastly, the bill requires the Department to publicly disclose aggregate data related to noncompliance and fraud investigations on its website, ensuring transparency in the administration of SNAP. The act is set to take effect on November 1, 2025.
