This bill authorizes the Oklahoma Department of Mental Health and Substance Abuse Services, in collaboration with the State Department of Education, to solicit proposals for pilot programs that utilize artificial intelligence (AI) to enhance school safety by monitoring school-issued devices. The proposed AI systems are designed to provide insights into student safety and readiness to learn without direct surveillance. The bill outlines that funding for these pilot programs may cover various costs, including software, equipment, and personnel, and allows for the involvement of entire districts or individual schools. Additionally, the Department will establish criteria and a process for evaluating proposals on a competitive statewide basis, with the authority to terminate programs if deemed necessary for student welfare.
Furthermore, the bill creates the AI School Safety Pilot Programs Revolving Fund within the State Treasury, which will be a continuous fund not subject to fiscal year limitations. This fund will consist of all appropriated state funds intended for the implementation of the pilot programs. The Department will have the authority to budget and expend these funds as needed, with expenditures made through warrants issued by the State Treasurer. The act is set to take effect on November 1, 2025.
