This bill authorizes the Oklahoma Department of Mental Health and Substance Abuse Services to collaborate with the State Department of Education to solicit proposals for pilot programs that utilize artificial intelligence (AI) as a safety tool for monitoring school-issued devices. The proposed AI systems aim to provide insights into student safety and readiness to learn without direct surveillance. The bill outlines that funding for these pilot programs may cover various costs, including software, equipment, and personnel, and allows for the involvement of entire districts or combinations of schools. Additionally, the Department will establish criteria and a process for evaluating proposals on a competitive statewide basis.

Furthermore, the bill creates the AI School Safety Pilot Programs Revolving Fund within the State Treasury, which will be a continuous fund not subject to fiscal year limitations. This fund will consist of all state appropriations designated for the implementation of the pilot programs and will be used by the Department for related expenditures. The bill also grants both the Department and the State Board of Education the authority to terminate pilot programs if deemed necessary for the best interests of the students involved. The act is set to take effect on November 1, 2025.
