House Bill No. 2364 amends Section 513.3 of Title 57 of the Oklahoma Statutes, which pertains to the Sarah Stitt Act. The bill modifies the responsible agency from the Department of Public Safety to Service Oklahoma and requires the Department of Corrections to assist inmates in obtaining a REAL ID Noncompliant Driver License or Identification Card before their release. Specifically, the Department must first help inmates secure a driver license, and if that fails, assist them in obtaining an identification card. Additionally, the bill mandates that within nine months of an inmate's release, the Department must identify their current state identification status and gather necessary documentation for the issuance of these IDs.
Furthermore, the bill allows the Department of Corrections to use available funds for the costs associated with implementing these provisions, including the purchase of the IDs. It also outlines the documentation that inmates will receive to aid in post-release employment, such as vocational training records and Social Security cards. Certain categories of inmates, including those over 65 or those releasing for medical reasons, are exempt from completing resumes or practice job interviews. The act is set to take effect on November 1, 2025.
