This bill amends Section 4200.4 of the Oklahoma Massage Therapy Practice Act to establish a new Oversight Committee on Massage Therapy, which will assist the State Board of Cosmetology and Barbering in reviewing formal complaints and professional standard violations. The Oversight Committee will consist of three to five members selected by the existing Advisory Board on Massage Therapy and will serve four-year terms. Its responsibilities include establishing a formal complaint and investigation process, making recommendations for disciplinary actions, providing annual training on sexual harassment and professional conduct standards, and any other duties deemed necessary to uphold professional standards.

Additionally, the bill retains the existing provisions regarding the authority of the State Board of Cosmetology and Barbering to adopt rules and conduct investigations related to massage therapy practices. The fee structure for massage therapy licenses is also maintained, with a specified fee for licenses issued between the effective date of the act and May 1, 2017, and a renewal fee for licenses issued after that date. The act is set to become effective on November 1, 2025.
