This bill mandates the establishment of an Office of Judicial Performance Evaluation and a Judicial Performance Evaluation Council by the Oklahoma Supreme Court. The purpose of this initiative is to enhance judicial accountability and performance by providing information to the public and judges, identifying educational needs, and promoting judicial independence. The Supreme Court will appoint a director for the Office, who will have the authority to hire staff and outside vendors to assist in the evaluation process. The Administrative Office of the Courts will provide operational support for this office.

The Judicial Performance Evaluation Council will be responsible for reviewing judicial performance based on established standards and compiling reports for the Chief Justice. The Supreme Court will conduct thorough evaluations of judges based on these reports and will adopt rules for performance evaluations, which will include surveys and self-evaluations. Confidentiality of survey responses will be maintained unless a judge fails to meet performance standards, in which case the information will be made public. An annual report detailing the evaluation program's implementation will be prepared and distributed to key state officials, with the first report due by December 31, 2026. The act is set to take effect on November 1, 2025.
