This bill amends Section 6903.1 of Title 36 of the Oklahoma Statutes, which pertains to the exemption of certain domestic health maintenance organizations (HMOs) from specific provisions of the Health Maintenance Organizations Act. The amendment updates the exemptions for domestic HMOs that contract with the Oklahoma Health Care Authority to provide basic health services to Medicaid recipients. The previous language that restricted these organizations from providing basic health care services to any other group has been removed. Instead, the bill specifies that these organizations will be exempt from a broader range of provisions, including various sections of the title, specifically enumerating the sections from 6058 to 6060.9d, as well as Sections 6911 and 6915.

Additionally, the bill clarifies that the exemptions apply solely to the services provided to Medicaid recipients under Section 4002.2 of Title 56 of the Oklahoma Statutes. The effective date for this act is set for November 1, 2025.
