This bill amends the membership structure of the State Board of Education in Oklahoma, increasing the number of members from seven to eleven. The State Superintendent of Public Instruction will continue to serve as a member and chairperson of the Board. The new composition will include six members appointed by the Governor with Senate confirmation, two members appointed by the Speaker of the House (one being a rural resident and the other a former school superintendent from a smaller district), and two members appointed by the President Pro Tempore of the Senate (one being a rural resident and the other a former school superintendent from a larger district). Appointed members will serve four-year terms and will serve at the pleasure of their appointing authority.
Additionally, the bill stipulates that all current appointed positions on the State Board of Education will be deemed vacant as of August 26, 2011, and the appointing authority must make initial appointments within thirty days. The bill also clarifies that any vacancies must be filled by the appointing authority, with Senate confirmation required for Governor-appointed vacancies. Members must have a high school diploma or equivalent and cannot serve on a school district board supervised by the State Board. The bill will take effect on November 1, 2025.
