This bill amends the membership structure of the State Board of Education in Oklahoma, increasing the total number of members from seven to eleven. The State Superintendent of Public Instruction will continue to serve as a member and chairperson. The new structure includes six members appointed by the Governor with Senate confirmation, two members appointed by the Speaker of the House (one being a rural resident and the other a former school superintendent from a smaller district), and two members appointed by the President Pro Tempore of the Senate (one being a rural resident and the other a former school superintendent from a larger district). The bill also stipulates that appointed members will serve at the pleasure of their appointing authority and that vacancies will be filled by the same authority, with Senate confirmation required for gubernatorial appointments.
Additionally, the bill establishes that all current appointed positions on the State Board of Education will be deemed vacant as of August 26, 2011, and initial appointments must be made within thirty days of that date. The terms for these initial appointments will terminate on April 2, 2015, after which members will be appointed according to the new provisions. The bill also includes requirements for board member eligibility, such as having a high school diploma, and mandates that members receive travel expenses while performing their duties. The act is set to become effective on November 1, 2025.
