Additionally, the bill introduces new requirements for rule impact statements, which now must include an analysis of alternatives to the proposed rule, estimates of employee time and resources needed for development, and a summary and comparison of relevant federal regulations.
The bill also updates existing statutory language and specifies that agencies must provide electronic copies of proposed rules to the Governor and cabinet secretary. If the Governor or cabinet secretary disapproves a rule, the agency must be notified in writing with reasons for the disapproval. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
