Bill No. 1938 mandates that starting in the 2025-2026 school year, all school districts in Oklahoma must conduct annual fitness assessments for students in grades three through twelve. These assessments will be approved by the State Board of Education and can be administered by trained personnel, including school nurses and physical education teachers. Importantly, students with disabilities or other conditions that warrant an exemption will not be required to participate. The State Department of Education is tasked with adopting a standardized assessment instrument that reflects current best practices in student health and physical education, focusing on factors such as aerobic capacity, body composition, and muscular strength.
Additionally, the bill requires school districts to report the results of these assessments to the State Board and the State Department of Health without identifying individual students. Parents or guardians must receive clear and understandable results for their children, which will also be shared with the child's health insurance provider. The State Department of Education and the State Department of Health will analyze the performance results to identify correlations with various factors, including student obesity and academic achievement. An annual report will be submitted to the Governor starting October 1, 2026, detailing compliance status, and the Governor may establish recognition programs for districts that show improvement in fitness assessments.
