Senate Bill No. 1015, known as the State-Sponsored Persecution Prohibition Act, aims to protect law-abiding private businesses, farmers, ranchers, and taxpayers from harassment and intimidation by state agencies. The bill prohibits state agencies from maliciously investigating individuals for personal, political, or ideological reasons, threatening punitive regulations in retaliation for questioning agency actions, or excessively harassing individuals through communication.

Additionally, the bill establishes that any agency found to have knowingly violated these provisions may face civil action from affected individuals, who can seek damages and attorney fees. The act is set to take effect on November 1, 2025, and includes a provision for noncodification, meaning it will not be added to the Oklahoma Statutes.
