This bill directs the Oklahoma Office of Emergency Management to develop a statewide Stormwater Management Predictive Analytic Solution, which will include an early warning detection system and advanced flood monitoring capabilities. The solution is designed to access and visualize relevant data, forecast future conditions, enhance forecasting models, and provide real-time tracking and alerts to improve flood resiliency and stormwater management systems. The bill mandates that the solution be operational by February 28, 2026.

Additionally, the Office of Emergency Management is required to submit an annual report to key state officials, including the Governor and legislative leaders, starting March 31, 2026. This report will summarize the data collected from the Stormwater Management Predictive Analytic Solution and analyze trends over the years. The act is set to take effect on November 1, 2025.
