It requires that upon receipt of any proposed permanent rules, the Speaker of the House and the President Pro Tempore of the Senate assign these rules to the appropriate legislative committees for review. Notably, any rules not acted upon by the Legislature will be deemed disapproved, and the agency will not have the authority to resubmit identical rules except during the first sixty days of the next regular session.

It clarifies that a proposed permanent rule will only be considered finally adopted if it is approved by the Legislature or disapproved by a joint resolution that has been vetoed by the Governor without an override. The bill also emphasizes that any rights gained through an emergency rule will remain unaffected by subsequent disapproval of that rule by the Legislature. An emergency is declared to ensure the immediate implementation of this act upon its passage and approval.
