The bill amends the "Act to Restore Hope, Opportunity, and Prosperity for Everyone" (HOPE Act) by modifying the eligibility verification process for Medicaid assistance. Specifically, it removes language that previously excluded certain applicants from the verification process, including those eligible under the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) and individuals with intellectual disabilities receiving specific Medicaid services. The Oklahoma Health Care Authority is now required to verify a range of eligibility information for all applicants, including income, employment status, immigration and residency status, and potential identity fraud.

Additionally, the bill mandates that the Oklahoma Health Care Authority regularly reviews information regarding changes in circumstances for individuals enrolled in Medicaid that may affect their eligibility. The Authority is tasked with contracting independent vendors to assist in this verification process and is encouraged to explore multistate cooperatives for identifying individuals enrolled in public assistance programs outside of Oklahoma. The changes aim to enhance the integrity of the Medicaid program while ensuring that individuals are given proper notice and opportunity to respond to any discrepancies in their eligibility status. The act is set to take effect on November 1, 2025.
