The bill amends Sections 246 and 247 of the Oklahoma Statutes related to the "Act to Restore Hope, Opportunity, and Prosperity for Everyone" (HOPE Act). It removes specific language that previously excluded certain applicants from the eligibility verification process for Medicaid assistance, particularly those eligible under the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) and individuals with intellectual disabilities receiving Home and Community Based Medicaid waiver and state-funded services. The amendments require the Oklahoma Health Care Authority to verify a range of eligibility information for all applicants, including income, employment status, immigration and residency status, and potential identity fraud.

Additionally, the bill mandates that the Oklahoma Health Care Authority review information on a quarterly basis regarding individuals enrolled in Medicaid to identify any changes in circumstances that may affect eligibility. The Authority is also required to contract with independent vendors for information verification and explore joining multistate cooperatives to enhance eligibility checks. The effective date for the implementation of this act is set for November 1, 2025.
