Bill No. 1807 amends existing Oklahoma water law to enhance the regulation and conservation of groundwater usage. The Oklahoma Water Resources Board is mandated to require all permit holders to implement a system for measuring groundwater usage from their wells. To promote groundwater conservation, the bill introduces a five-year flex allocation system for groundwater usage starting January 1, 2026. This system allows both existing and new permit holders to exceed their annual allocation within certain limits, provided they adhere to the cumulative allocation over the five-year period. Applicants for this allocation must submit annual usage reports and pay the necessary permit fees. Notably, the provisions of this bill do not apply to domestic wells. The act is set to take effect on November 1, 2025.
