This bill amends existing laws regarding the operations of county commissioners and the Statewide Independent Living Council in Oklahoma. It allows county commissioners to discuss administrative, operational, and procedural matters without adhering to certain Open Meeting Act requirements, provided that no official action is taken and discussions do not involve the appropriation of funds. The bill specifies that these discussions can include scheduling agenda items, public statements, organizational structure, staffing needs, and regular staff meetings. Additionally, it permits county commissioners to attend conferences, trainings, and legislative meetings under similar conditions, as well as to discuss budgetary matters in budget board counties when a quorum is not present.
Furthermore, the bill updates the provisions for the Statewide Independent Living Council, allowing it to conduct meetings and executive sessions via videoconferencing under specific conditions. These conditions include ensuring that all members are audible or visible to each other and the public, maintaining proper notice and agenda requirements, and allowing public access to documents shared during the meetings. The bill emphasizes compliance with the Oklahoma Open Meeting Act while providing flexibility for remote participation, thereby enhancing the operational efficiency of both the county commissioners and the Council. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
