Bill No. 1591 amends Section 13.1 of Title 21 of the Oklahoma Statutes to expand the list of offenses for which individuals must serve at least eighty-five percent of their prison sentence before becoming eligible for parole. The bill adds several new offenses, including domestic abuse by strangulation, domestic assault and battery with a deadly weapon, and aggravated assault and battery upon a law officer. Additionally, it removes the previous provision that included "or" before the mention of human trafficking, thereby streamlining the list of offenses.

Under this legislation, individuals convicted of the specified crimes will not be eligible for earned credits or any other type of credits that could reduce their sentence to less than eighty-five percent. The bill is set to take effect on November 1, 2025, following its passage in the House of Representatives on March 5, 2025.
