The Spring Creek Watershed Study Act establishes a framework for the Oklahoma Conservation Commission to conduct a comprehensive water quality study in the Spring Creek watershed, which spans Cherokee, Delaware, and Mayes counties. The Act highlights the declining water quality due to agricultural and residential development, stream bank erosion, and other factors, emphasizing the need for cooperative, voluntary protective actions. The Commission is directed to implement voluntary, incentive-based conservation practices in partnership with local, state, and federal agencies, with the intent to improve the aquatic habitat and water quality in the area. A report of the findings is required to be published by June 1, 2026, and the Commission is authorized to collaborate with federal agencies and accept various forms of funding to support these efforts.
Additionally, the Act creates the Spring Creek Watershed Study Cash Fund Revolving Fund within the State Treasury, which will consist of appropriations and contributions aimed at implementing the study. This fund is designed to be a continuing resource for the Commission, allowing for budgeted expenditures without fiscal year limitations. The Act is set to take effect on November 1, 2025.
