The Spring Creek Watershed Study Act establishes a framework for the Oklahoma Conservation Commission to conduct a comprehensive water quality study in the Spring Creek watershed, which spans Cherokee, Delaware, and Mayes counties. The Act recognizes the declining water quality in the area due to agricultural and residential development, stream bank erosion, and other factors, and emphasizes the need for voluntary, incentive-based conservation practices to protect and improve the watershed's ecological health. The Commission is directed to publish an electronic report of its findings by June 1, 2026, and may collaborate with federal agencies such as the Natural Resources Conservation Service and the U.S. Environmental Protection Agency.

Additionally, the Act creates the Spring Creek Watershed Study Cash Fund Revolving Fund, which will consist of appropriations from the Legislature and other public or private contributions. This fund is intended to support the implementation of the study and related conservation efforts, allowing for ongoing financial resources without fiscal year limitations. The Act is set to take effect on November 1, 2025.
