The Spring Creek Watershed Study Act establishes a framework for the Oklahoma Conservation Commission to conduct a comprehensive water quality study in the Spring Creek watershed, which spans Cherokee, Delaware, and Mayes counties. The Act highlights the declining water quality due to agricultural and residential pressures, stream bank erosion, and other activities, emphasizing the need for cooperative, voluntary protective actions by local communities and stakeholders. The Commission is directed to implement voluntary, incentive-based conservation practices to enhance the aquatic habitat and water quality in the area, with findings from the study expected to guide these efforts.

Additionally, the Act creates the Spring Creek Watershed Study Cash Fund Revolving Fund, which will consist of appropriations from the Legislature and other public or private contributions. This fund is intended to support the implementation of the study and related conservation activities. The Commission is also authorized to collaborate with federal agencies such as the Natural Resources Conservation Service and the U.S. Environmental Protection Agency, and is required to publish an electronic report of its findings by June 1, 2026. The Act is set to take effect on November 1, 2025.
