Senate Bill No. 889 mandates that hospitals in Oklahoma publicly disclose their standard charges for all items and services. It requires hospitals to maintain a digital file in a machine-readable format that includes a comprehensive list of standard charges and a consumer-friendly list of at least 300 shoppable services. The bill specifies that these lists must be updated annually, include clear descriptions of services, and detail various pricing information such as gross charges and negotiated rates with third-party payors. Furthermore, hospitals must provide this information free of charge and without requiring personal information from users.

To ensure compliance, the State Department of Health is empowered to monitor hospitals and take action against those that do not comply, including issuing notices of violation and mandating corrective action plans. Noncompliant hospitals are prohibited from initiating collection actions against patients for debts incurred during noncompliance and must refund any payments made by patients if found materially out of compliance. The bill also amends existing law to clarify hospitals' obligations under the Transparency in Health Care Prices Act and defines key terms related to health care services, which will take effect on November 1, 2025.
