To ensure compliance, the State Department of Health is empowered to monitor hospitals and take action against those that do not comply, including issuing notices of violation and requiring corrective action plans. Noncompliant hospitals are prohibited from initiating collection actions against patients for debts incurred during the period of noncompliance and may be required to refund payments made by patients if found materially noncompliant. The bill also clarifies definitions related to health care services and providers, and it is set to take effect on November 1, 2025.
