This bill introduces new legal definitions and regulations concerning abortion and abortion-inducing drugs in Oklahoma. It defines "abortion" as the intentional termination of a pregnancy through various means, excluding actions taken to preserve the life or health of the unborn after live birth or to address a miscarriage. The term "abortion-inducing drug" is also defined, encompassing any medication prescribed with the intent to terminate a pregnancy, including specific drugs like mifepristone and misoprostol. The bill prohibits the distribution or administration of such drugs for the purpose of inducing an abortion or causing the death of an unborn person after live birth, with violators facing felony charges and immediate revocation of their professional licenses.
Additionally, the bill includes a provision for inseverability, meaning that if any part of the act is deemed invalid, the entire act will be considered invalid. It also repeals numerous existing sections of Oklahoma law related to abortion-inducing drugs, effectively replacing them with the new regulations outlined in this bill. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
