Senate Bill No. 885, known as the Safe Screens for Kids Act, aims to enhance the protection of minors using social media platforms in Oklahoma. The bill prohibits minors from creating or maintaining accounts on these platforms without written consent from a parent or legal guardian, who must also be verified. Additionally, social media platforms are required to implement reasonable age verification methods and provide parents or guardians full access to their minor's account, including all interactions. The bill also restricts data collection from minor users, allowing only de-identified data to be collected, and prohibits targeted advertisements directed at minors.
Furthermore, the bill outlines specific restrictions on the use of algorithms, artificial intelligence, and machine learning to personalize content for minors, as well as features that may encourage excessive use or exploit psychological vulnerabilities. The Attorney General is granted the authority to take civil action against platforms that violate these provisions and is tasked with promulgating rules to ensure compliance, including regulations on age verification and parental consent. The act is set to take effect on November 1, 2025.
