This bill amends Oklahoma law regarding alien ownership of land by modifying the definition of "foreign government adversary" to include specific nations deemed hostile. The newly defined foreign government adversaries are China, Iran, North Korea, and Russia. The bill prohibits aliens or individuals who are not U.S. citizens, as well as foreign government adversaries, from acquiring title to or owning land in Oklahoma, either directly or indirectly through various entities. However, exceptions are made for business entities engaged in regulated interstate commerce or those with national security agreements with the Committee on Foreign Investment in the United States (CFIUS).

Additionally, the bill introduces a requirement for any deed recorded with a county clerk to include an affidavit attesting compliance with the ownership restrictions. This affidavit must be executed by the relevant parties and must confirm that no funding sources violate the law. Certain exemptions from this affidavit requirement are specified, including deeds that correct or confirm previous deeds, court orders, and deeds in favor of governmental entities. The bill is set to take effect on November 1, 2025.
