The bill establishes new regulations for school districts and charter schools in Oklahoma regarding the use of pronouns and names for students. It prohibits these institutions from compelling employees or volunteers to refer to students using pronouns that do not correspond to the students' biological sex, which is defined as the physical condition of being male or female based on genetics and physiology as indicated on the student's original birth certificate. Additionally, it mandates that no educational materials or resources within the school can refer to individuals by names or pronouns that do not align with their biological sex.
To ensure compliance, the State Board of Education is tasked with creating rules for monitoring adherence to these provisions. If a school district or charter school is found to be noncompliant, it will face a five percent reduction in state funding for the following fiscal year. Furthermore, parents or legal guardians of students will have the right to take legal action against any school district or charter school that fails to comply with these regulations. The bill is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
