The Oklahoma State Guard and Militia Revitalization Act of 2025 establishes a new framework for the Oklahoma State Guard, amending existing laws to broaden participation and enhance operational capabilities. Key changes include lowering the minimum age for militia participation from 17 to 16 years, while exempting individuals under 17 and over 70 from mandatory service. The Act also removes the requirement for service outside the state and allows for the use of privately owned firearms under specific conditions. Additionally, the Governor is mandated to appoint a Commandant for the Oklahoma State Guard, and the Adjutant General is tasked with authorizing training and establishing standards for firearm use in emergencies.
The Act creates county-level units of the Oklahoma State Guard, each coordinated by an appointed county coordinator, who will oversee training and readiness. Funding for these units will come from state appropriations and voluntary contributions, with a newly established Oklahoma State Guard Revolving Fund to support training and equipment purchases. The legislation also requires the county election boards to inform registered voters about opportunities for service in the Oklahoma State Guard. The Act is set to take effect on November 1, 2025.
