The Oklahoma Independent Education Act aims to protect the values, funding, and independence of public schools, students, parents, and taxpayers in Oklahoma. It prohibits school districts and charter schools from using or being coerced into using any funds for activities that promote or recognize sexual orientation or gender identity. The Act mandates the State Department of Education and the State Board of Education to develop a plan to phase out federal funding for pre-kindergarten through twelfth-grade education, replacing it with state funds. This plan must include a timeline for the transition and the projected financial needs for state or local funding.
Additionally, the Act establishes a working group composed of legislative members to oversee the implementation of its provisions. This group will not receive compensation or travel reimbursement, except for legislative members who will be reimbursed for necessary travel expenses. The working group is exempt from the Oklahoma Open Meeting Act and the Oklahoma Open Records Act, and it is tasked with submitting a report of its findings and recommendations to key state leaders. The Act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
