Senate Bill No. 817 amends Section 896.1 of Title 62 of the Oklahoma Statutes to enhance transparency regarding the issuance of bonds or other debt obligations by local government entities. The bill mandates that, at least thirty days after approval for a vote on such bonds, the governing board must publish detailed information on their website. This includes descriptions of the projects funded by the bonds, any outstanding bonds previously approved by voters, and a detailed account of how previous bond proceeds were utilized, including specific property addresses when applicable. If a local government entity lacks a website, they must provide this information through alternative online methods or publish it in a local newspaper.
Additionally, the bill modifies the applicability of these provisions to include obligations issued by trusts organized for the benefit of local government entities, ensuring that proceeds are used for the specified projects. It also introduces a compliance measure stating that any local government entity that fails to adhere to these requirements will be prohibited from issuing any bonds or obligations until they are in compliance. The act is set to take effect on November 1, 2025.
